Methodology

To address the question of how bureaucrats view the president, I examine two surveys that were designed and implemented by Amelia Rouse, Robert Wright, and myself for a research project we conducted on the subject of political control of the bureaucracy.12 When I refer to “we” in this section, it is to the able assistance of Amelia Rouse and Robert Wright that I am referring.

As noted, many studies have examined the president’s relationship to the bureaucracy from the president’s perspective. What is missing is what bureaucrats themselves think about presidential influence. To address this issue, we employed survey research methods to examine how bureaucratic agents perceive the influence exerted by a variety of political actors. Several studies have employed this method to analyze the bureaucracy, some of which have addressed issues related to how bureaucrats perceive the president’s influence. For example, Heclo, Kaufman, Aberbach, and Rock-man; Cole and Caputo; and Aberbach, Rockman, and Putman have examined the attitudes of bureaucrats as they relate to presidential appointees.13 Also, Furlong and Stehr have examined bureaucratic attitudes regarding political control of the bureaucracy.14 With few exceptions, however, such studies have employed nonrandomly generated samples, often with an unstructured or open-ended survey instrument.15 In order to improve upon past research, we structured the survey instrument and examined two universes of environmental personnel.
